There are two ways to solve this:
1. Run VEEAM PowerShell always as Administrator
2. Change the permissions of the following registry key: \\HKEY_LOCAL_MACHINE\SOFTWARE\Veeam\Veeam Backup and Replication\ -> Users full control.
